The information is out there: users of e-cigarettes often know what they’re vaporizing because they look up the ingredients list. The first component is called the cartridge which is a small plastic container that has an opening on each side. One solution that has been introduced to this problem by a few electronic cigarette makers is known as a ?cartomizer? which is a hybrid blend of a cartridge and atomizer rolled into a single component. The International Premium Cigar & Pipe Retailers Association is objecting to new tobacco tax proposals by Cook County Board President Toni Preckwinkle and two alderman in the City of Chicago by calling them ?jobs-killing and business-busting.?

Preckwinkle has proposed a county tax on other tobacco products (OTP) which includes all tobacco products other than pre-packaged cigarettes which have been taxed by the county at the rate of $ 2 per pack since 2006. That would be in addition to the state?s 18 percent OTP excise tax and other state and federal taxes. The Aldermen Matthew O?Shea and Leslie Hairston are considering similar increases for the city of Chicago.

The proposed new County tax include $ 1.20 per ounce for pipe and cigarette tobacco as well as $ .60 per ounce for smoking and smokeless tobacco, $ .30 per large cigar and $ .05 per little cigar. A committee of the Cook County Board of Commissioners approved the increased tobacco taxes yesterday along with a 50 percent hike in county alcohol taxes. A final vote is expected yet this week.

?This is wrong on so many levels,? said Bill Spann, chief executive officer of the IPCPR. ?First of all, Cook County and Chicago residents and consumers are already paying high taxes on all tobacco products. If the County Board or City Council increase those taxes, consumers will take their business elsewhere. In addition, bootlegging of tobacco products will be encouraged, as will their purchase over the Internet, neither of which generates taxes for any federal, state or local entity.”

Currently, the county is facing a projected budget shortfall of $ 315 million and the city of Chicago is bracing for significant budget cuts.

?That means not only would Chicago and Cook County not gain as much in additional tax revenues it may be projecting, but whatever tax revenues they are currently receiving will be reduced as consumers go elsewhere to make those and other purchases,? he said.

Spann took the analysis further.

?When consumers take their business elsewhere, jobs are lost and businesses are hurt. Many of those businesses will be forced to close,? he explained. ?That?s not in the best interests of Cook County residents ? whether or not they use tobacco products. Everyone would be affected negatively by jobs-killing and business-busting taxes like these.?

The laughter continued when he told of their other pastime of replacing the word ?love? with ?hysterical sex?. Hysterical Sex in the Time of Cholera was an especially pleasing example.

On stage, Richard Dawkins praised Hitchens? disregard for causing offense, proclaiming “let?s stop being so damn respectful!”

Other highlights included, Sean Penn streamed in by Google+ from LA puffing on a cigarette (?I hope you don?t mind if I smoke?) while reading an extract from Hitchens? book ?The Trial of Henry Kissinger?. Christopher Buckley fondly recalled a particularly wild Vanity Fair party Christopher hosted where Barbara Streisand caught fire. Lewis Lapham discussed his courage as a young hack, admiring Hitchens as ?the only journalist in Washington that would bite off the hand that fed him?. James Fenton recited his magnificent poem ?The Skip? at Hitchens? request.

The event was watched live in London by an audience of more than 2,500 people. Thousands more watched live in cinemas across the UK and online globally through FORA.tv.

The Food and Drug Administration?s efforts to slap graphic labels on packaging of tobacco products ? including artisan cigar boxes – suffered a setback today when U.S. District Judge Richard Leon granted an injunction that stopped regulations forcing cigarette makers to place the labels on their products. The International Premium Cigar & Pipe Retailers Association agreed.

According to the Associated Press, Judge Leon said that the labels, some of which include photos that appear to be digitally retouched, fail to meet the standard of ?purely factual and uncontroversial information.? He agreed that the tobacco companies? claims against the FDA violated their First Amendment rights and has a significant chance of standing.

?We certainly agree with this judge and his interpretation of constitutional law,? said Bill Spann, chief executive officer of the IPCPR. ?Today it?s cigarette packaging and tomorrow it could be artisan cigar boxes. When does all this over-regulation end? Businesses as well as people have rights that are too often disregarded because of someone else?s prohibitionist agenda.

The FDA, which released the nine new graphic warnings in June to have them go into effect in September 2012, was instructed by Congress to issue the new rule as part of the Family Smoking Prevention and Tobacco Control Act. Judge Leon wrote that just because Congress ordered the size and placement of the new warnings, ?doing so does not enable this requirement to somehow automatically pass constitutional muster.?

?Too many people want to tell you how to live your life. Where does the ?Nanny State? end? Americans are sick and tired of being told what they can do and where they can do it when it comes to using legal products,? said Spann.
